1:Organization and Administration
---JCA currently has no President, no Vice-Presidents, no Directors
and no Auditors. Just one self-styled 'Acting President' in her sixties
---JCA is not a legal entity. And does not conform to an 'association
without legal personality (NIN-I DANTAI)' defined under Japanese case
law. Therefore, most probably, legally JCA is an individual.
---Its rules provide that 'JCA commissions tasks with financial risks
to KK Japan Chess Association Business (JCAB)' and calls JCAB as an
'independent corporation'. But JCAB is not registered as a corporation.
---JCA had never reported financial statements to its members for nearly
30 years. And for President and officers, no elections had been undertaken
for the same period.
---Yasuji Matsumoto, the former president, passed away on January 5th 2003.
Miyoko Watai, then Secretary General, became the Acting President according
to the rules which provide that the Secretary General should become the
Acting President 'for the rest of the President's term'. President's term
is 4 years and there is no provision on what to do after the 'rest of the
President's term'. Therefore, JCA seems to have no legal representative after
January 5th 2007.
---Its rules provide that a new President, when elected, must inherit financial
assurances and endorsements the former President (Matsumoto) did to the
'independent corporation', JCAB.
---JCA exaggerate its memberships to the media. They claim to have several
thousand members (4,700 in one source), in fact has only several hundreds.
---JCA had never held an international tournament in Japan for 29 years.
